In order to work with digital publications and data in a reliable and sustainable way, researchers need to be sure that access to and immediate availability of the content is provided continuously and free of faults. An interruption of access to licensed content can occur for various reasons such as temporary or long-term breakdown of publishers’ servers, the transfer of journals to another publisher, the withdrawal of publishers from the market or the termination of electronic resource subscriptions by the licensee. Such disturbances of regular operations require the development of solutions which ideally can become part of an overall strategy for Germany. Within the framework of the Priority Initiative “Digital Information", launched by the Alliance of German Science Organisations, Charles Beagrie Ltd. was commissioned the study „Ensuring Perpetual Access: Establishing a Federated Strategy on Perpetual Access and Hosting of Electronic Resources for Germany“ (2010). The study investigated the current situation and international context, describes the most important use cases and gives recommendations for further action.
Within the project “National Hosting of Electronic Ressources” (NatHosting, 2014-2016), funded by Deutsche Forschungsgemeinschaft (DFG), a two-pronged concept was then developed: it comprises the participation of a German consortium in the Portico archiving service to rapidly secure important content, and the setup of a technical solution – a Private LOCKSS Network (PLN), based on the LOCKSS-software developed at Stanford University. Within this PLN, content not covered by Portico shall be archived.
After
approval of the renewal proposal by DFG, the implementation of this
concept will now start with the project NatHosting II (2018-2021), which
aims at setting up the PLN with regard to both technology and content,
and also at developing an organisational and financing structure in
order to ensure a sustainable operation of the hosting solution.
