Overcrowding and exit block occur regularly in emergency departments (ED). The associated risk to ED patients and strain on staff also has consequences under liability and criminal law in the event of harm. In order to be able to act safely in the conflicting areas of overcrowding and exit block, forced centralized allocation of EDs and staff overload, the German Association for Emergency Medicine (DGINA) provides EDs guidance on the management of overcrowding and exit block in this statement.
